Yes. NPLAN welcomes technical assistance requests from lawyers and non-lawyers alike. NPLAN strives to make legal concepts accessible to non-lawyers so that they can be more informed participants in the policymaking process. Technical assistance recipients must consult with local attorneys when using NPLAN’s models. Local attorneys have a much greater understanding of the local and state legal contexts in which a particular policy could be implemented and can provide the specific legal advice needed to achieve legislative success in a particular locality or state.
